About the Housing Strategy

The County received a Community Development and Block Grant (CDBG) award to create a Housing Strategy that will serve as a Housing element within the 2021 Growth Policy. The purpose of the Housing Strategy is to:

  • Understand how the housing market has changed across the County;
  • Identify what types of housing people need compared to what the market is providing; and
  • Determine roles for the County to improve housing access for employees and residents.

The first step in creating the Housing Strategy is to conduct a countywide Housing Needs Assessment, as described below.

Gallatin County Housing Needs Assessment

The Housing Needs Assessment provides a detailed analysis of the market and affordability conditions in Gallatin County with comparison for each subarea in the County (identified using Census County Subdivisions). The purpose of the Housing Needs Assessment is to:

  • Document the extent of existing affordability challenges (by area, rental, for-sale, and at what income levels);
  • Note any major differences by area;
  • Identify the income levels with the greatest “gaps” in housing supply (note: there are gaps at many income levels); and
  • Inform our thinking on what the County can influence through land use policy, funding, and partnerships.

The information provided in the Housing Needs Assessment, along with existing County policies and feedback from Gallatin County residents and workers, will be used to inform the plans and policies included in the Housing Strategy.
